United States, Japan, and South Korea Strengthen Trilateral Cooperation in Brussels



Brussels, Belgium — April 4, 2025


The United States, Japan, and the Republic of Korea (ROK) have reaffirmed their commitment to strengthening trilateral cooperation during a high-level meeting held in Brussels on April 3. The meeting, attended by U.S. Secretary of State Marco Rubio, Japanese Foreign Minister Iwaya Takeshi, and South Korean Foreign Minister Cho Tae-yul, focused on enhancing regional security and economic collaboration.


Strengthening Security in the Indo-Pacific

During the meeting, the three leaders emphasized the importance of cooperation between NATO and Indo-Pacific partners to address emerging security challenges. They expressed condolences for the loss of lives caused by recent wildfires in South Korea and Japan.


Secretary Rubio reassured Japan and South Korea of the United States' unwavering defense commitments, supported by America’s military strength, including its nuclear capabilities. The leaders condemned unlawful maritime claims and any attempts to change the status quo by force, particularly in the South China Sea. They also underscored the importance of maintaining peace and stability across the Taiwan Strait.


The three countries expressed concern over recent military drills around Taiwan and called for peaceful resolutions to cross-Strait issues. They voiced their support for Taiwan's participation in international organizations.


Addressing the North Korean Threat

The meeting also addressed the escalating threat from North Korea. The leaders reiterated their commitment to the complete denuclearization of the Democratic People’s Republic of Korea (DPRK) and condemned its growing military ties with Russia. They discussed the need to strengthen sanctions against the DPRK and to address the regime's cyber activities, which recently involved the theft of $1.5 billion worth of cryptocurrency.


The trio expressed a commitment to addressing human rights violations in North Korea, including resolving issues related to abductees, detainees, and separated families.


Enhancing Economic Security and Cooperation

The leaders also focused on strengthening economic security, particularly in energy cooperation and critical mineral supply chains. They committed to advancing civil nuclear technology and enhancing maritime security through trilateral coast guard cooperation.


The United States, Japan, and South Korea pledged to counter economic coercion and unfair trade practices while supporting South Korea's efforts to host the APEC 2025 summit.


Looking Ahead

The meeting concluded with a commitment to maintain trilateral engagement at all levels, including upcoming youth and ministerial meetings. The leaders expressed optimism about further strengthening their partnership to address global challenges and promote peace and prosperity in the Indo-Pacific.
